Every number on this site is transcribed from a ward's own published document. Nothing is estimated, predicted, or generated. This page explains exactly how it gets here, how it is checked, and where it can still be wrong.

How they are extracted

The wards publish these as PDFs whose layout defeats ordinary text extraction — columns collide and rows merge, so copying the text out produces plausible-looking nonsense. Figures are read by coordinate instead: every token's position on the page is used to assign it to a row and a column band, rather than trusting reading order.

How they are checked

Each ward sheet carries its own totals. Every parsed row is reconciled against the ward's printed total for that facility, and each sheet against its 合計 row. A parse that does not reconcile is not published. It fails loudly rather than shipping a number that looks right.

Addresses

Addresses are joined to facilities by exact normalised name only. For Edogawa, 155 of 194 matched that way; the remaining 39 were transcribed by hand from the ward's own facility pages.

Fuzzy matching was tried and abandoned. It produced 13 wrong addresses — including matching 平井保育園 to クオリスキッズ平井 with high confidence. In this domain a near-match sends a parent to the wrong building, so approximate matching is not used at all.

The admission index

Each ward's index table is transcribed by hand, once a year. Edogawa's calculator reproduces all three of the worked examples the ward publishes; Koto's table is image-only and is transcribed the same way.

It covers work-based scoring, which is most households. Illness, caregiving, study and job-hunting sit on the wards' fuller tables and are not scored here. It estimates how the ward would score you. It is not a decision and not a prediction of a place.

Distances

Your postcode and each nursery are placed at the centre of their 町丁目, so a distance is good to roughly half a kilometre. Use it to shortlist, not to choose between two nurseries on neighbouring streets. The exact address is on each nursery's own panel.

What this site does not do

It does not republish the wards' pages or documents. Figures are reproduced as factual data with the source credited and linked on every page. Not affiliated with, endorsed by, or operated by any ward office or the Tokyo Metropolitan Government.
