Tokyo has 23 special wards and 39 further cities, towns and villages. Every one of them runs its own admission scoring, publishes its own figures in its own format, and sets its own benefit deadlines — which is why this is built one ward at a time rather than all at once.

Why two wards and not twenty
Each ward means reading a new set of PDFs whose layout is different, reconciling every row against that ward's own totals, and transcribing an index table by hand. Adding a ward badly — plausible numbers that do not reconcile, or an address matched approximately — would be worse than not adding it. How the data is produced and checked.
