April 2027 nursery admission in Koto
The 令和9年4月入園 intake: children who start at a licensed nursery (保育園) in Koto City on 1 April 2027. Dates and how to apply, as the ward published them.

First round (一次募集) at a glance.
- Deadline for new applications: Thursday 19 November 2026. Online and post (13 October to 19 November, post must arrive).
- In person: Toyosu Civic Center, 20–23 October only. From 8 November the counter moves to Koto Ward Office, 7th floor.
- Changing or adding nurseries, and extra documents: until Wednesday 2 December 2026.
- Results by post, planned for 25 January 2027.
Classes are set by your child's age on 1 April 2027. The ward's sheet says so: クラス年齢は令和9年4月1日現在の年齢です. A child born in January 2026, for example, will be in the 1-year-old class. Not sure which class? Enter the birthday on the Koto page.

Applying before the baby is born
First round only. If the due date is on or before 3 February 2027 you can apply in the first-round window. If you want a nursery that takes babies from 4 months, the due date must be on or before 1 December 2026. You need a copy of the maternal and child health handbook: the cover plus the page with the due date. If the baby is born on 4 February or later, the application is considered for May entry or later.
What goes into your application
- Application form (利用申込書), family circumstances form (家庭状況届), child health declaration, and proof that you need childcare, such as an employment certificate from both parents or a doctor's note.
- The document checklist (提出書類確認票), and for post applications only, an ID-copy sheet.
- Anything else your household situation calls for. The ward's guide, 令和9年度江東区保育園等入園のしおり, is the rulebook: read it before you apply.
New for April 2027: how points are scored
The ward changed its scoring rules for the April 2027 intake. In plain terms:
- Work: a new “48 hours or more a month” requirement. A confirmed job offer is now scored like actual work, and the separate job-offer reason is gone. The same applies to study: attending “other schools” now needs 48 hours a month, and a confirmed place is scored like attending.
- Self-employed: the −4 point adjustment for self-employed parents who gave no proof is abolished. Without proof you are scored as job-seeking instead.
- Disability: a new +1 when the child's brother or sister holds a disability certificate. A mental-health certificate (grades 1–2) held by the applicant child now also earns +1.
- Sibling already at the nursery: the points go from +2 to +3, and the separate priority ranking for this case is removed.
- Single-parent households (or no parent present): from +2 to +3.
- Returning from parental leave: you can now return as late as the 1st of the month after the entry month.
